Terry Livorsi, Chief Executive Officer
Terry Livorsi, Chief Executive Officer Terry Livorsi has worked in the behavioral services field since 1990. He founded Health Care Assistance with Member Support, serving as CEO and Certified Employee Assistance Professional (CEAP) and Crisis Counselor. He aids employees and family members concerned about recovery planning utilizing 26 years of his own personal recovery experience. His firm offers intervention services, treatment referrals, aftercare support, health insurance advocacy and back-to-work conference facilitation. He and his staff present testimony for disability hearings, disciplinary hearings and court appearances. Hallmark in a distinguished 30 year career advocating healthcare and member rights is the recent statute ensuring confidentiality standards for public employees seeking assistance programs. Chapter 69 of the New Jersey State Law, drafted by Wayne, was adopted on May 9, 2011 and is considered the nations strongest statute dealing with EAP's. Janet Gerhard,
Director of Public and Community Relations
Janet Gerhard, Director of Public and Community Relations Janet Gerhard serves as Director of Public and Community Relations for HCAMS. Janet is uniquely qualified to position our services and training in the community to educate and inform the regional workforce as to their rights and responsibilities under Federal, State and Local laws. Her career advancing efforts for job creation and protection in the Commonwealth of Pennsylvania has been lauded by elected officials on both sides of the aisle. Mrs. Gerhard reported directly to the Governor on all issues related to economic development. Authorized by the Governor to expedite all activities on behalf of the business community with all departments in the Commonwealth, Janet negotiated multi-million dollar financial incentive packages for business attraction and retention.


Skilled at managing diverse cultural, ethnic, religious, and professional coalitions and fundraising activities, Janet spent part of her career coordinating Advancement efforts in the interest of Christian education.


As Director of Government Affairs for The Greater Philadelphia Chamber of Commerce, Janet Gerhard lobbied in the interest of the Chambers 6000 business members formulating public policy at the city, state and federal level. During her tenure at the Chamber, Ms. Gerhard was published in Business Philadelphia, a monthly business magazine in the region.

Gene Sharp, Consultant
Gene Sharp, Consultant Gene Sharp comes to HCAMS after a more than thirty-two year career as a UniServ representative with the New Jersey Education Association, where he represented the interests of teachers and other school employees. During his time with NJEA, Gene organized and advised local associations; negotiated collective bargaining contracts; and represented members in grievance, arbitration and labor commission proceedings. He trained members and other staff in organizing and advocacy techniques. In his representation of members in disciplinary situations caused by stress disorders or substance abuse Gene worked with Terry Livorsi in getting appropriate treatment for members and helping them to successfully return to the job.



Prior to working with NJEA, Gene taught elementary and high school grades for several years. A graduate of LaSalle University with a master's degree from Temple University, Gene lives in Hammonton, NJ with his wife Dolores and three children.

Art Finkle, Consultant
Art Finkle, Consultant Designated as an Advanced Practitioner by the Association for Conflict Resolution, and practicing 30 years in human resources administration, Arthur L. Finkle specializes in labor relations mediation. Listed in Who's Who in Government, Who's Who in American Education, Who’s Who in American Law, and Who’s Who in Executives and Professionals, he has authored 5 books and more than 150 professional articles. Director of the Office of Mediation for the New Jersey Department of Personnel, he also teaches in the Political Science and the Education Graduate Departments at Kean University. A member of NJ Superior Court mediation panel, Art mediates approximately 500 workplace disputes a year both in executive branch and judicial forums.

Given his work history as a Senior Manager and his teaching Graduate School Business courses, Art will be working for HCAMS as a management consultant, mediator and educator.

Allen McQuarrie (retired,) Human Resource and Labor-Management Consultant Allen McQuarrie began his career as a public school science teacher. He is a thirty year veteran of the New Jersey Education Association staff (retired). For the last fifteen years, Allen has been a human resource and labor-management consultant for public employee unions and employers. He has pioneered human resource training and personnel services to assist staff and their families seeking recovery from substance addiction, stress and mental health barriers to healthy living. He graduated from Seton Hall University with a BA Degree in Psychology and Kean University with an MA Degree in Education.
